2013 Japan Open 

Tournament Conditions and Local Rules

I  General rules

 1. This tournament is organized and run by the tournament committee and Mr Toshio Aoi chairs the committee.

2. The tournament committee will make decisions on all the issues about the tournament and conditions including local rules.

 3. The tournament committee is authorized to modify conditions of the tournament and its decisions will be the final.

 4. The local rules which the tournament committee enacted will be effective only during this tournament.

5. The tourrnament concludes at the time when the chair of the tournament committee announces the competition results.

Conditions of the tournament

1. The tournament will be played accordingly with the rules stated by IBGA, 36 holes medal play competition held over two days. There will also be an optional Stableford competition.

2. Trophies will be awarded for:

Championship League

Minister of Wealth, Labor, Welfare Cup: Overall best net

Minister of Foreign Affairs Cup: Overall best gross

1st and 2nd net scores in each of B1, B2, B3 categories.

1st and 2nd gross scores in each of B1, B2, B3 categories.

Stableford League

1st, 2nd, 3rd, in points

Special Prizes (1st day only)

- Closest -to-the-pin

- Driving Contest

3. Tee:

Men: White  Women: Red

4. Doubt as to procedure

  If a competitor is doubtful of his rights or the correct, procedure during the play of a hole, he may, without penalty, complete the hole with two balls.

5. Undue Delay; Slow Play

The player must play without undue delay. In case the player delays complete one hole behind from the preceding

group, the player could be penalized. Please try not to delay. 

6. A ball to be dropped under the Rules must be dropped by the player himself. If a ball is dropped by any other person or in any other manner and the error is not corrected, the player incurs a penalty of one stroke.

7. Form and Make of Clubs

The player must use the clubs that conform to the Rules.

8. Methods for settling ties:

For settling ties, we adopt the methods of scorecard matching.

9. Distance-measuring devices (with GPS units) can be used during the competition. Guides can use the device, too. Laser type devices, binoculars or cell phones are not permitted to be used. The use of a distance-measuring device that is designed to gauge or measure other conditions that might affect a player's play, like gradient, wind speed or temperature, is not permitted, regardless of whether such an additional function is used or not, and even if that function is disabled.

10. The scorecard needs to be signed by the golfer himself and the other golfer of the pair, not by guides. It needs to be handed in at the attest area as soon as possible after the finish of the play. The signature doesn¡¯t have to be a full name, a mark also will do. 

11. On the 1st day of the game, even if a player of the championship league gives up at a hole, he can go on to next holes but incurs disqualification. On the 2nd day, the player can compete in the stableford game for a trophy.

12. If a player of the championship league delays unduly on the 1st day, and it seems to influence the proceeding of the event, the tournament committee has an authority to put the player in the stableford league on the 2nd day to compete for a trophy.

13. B1 players must play with blackout glasses. Those could be taken off while moving between the holes or in the club house. 

II  The local rules for the tournaments

The local rules for the tournaments are based on Mishima GC¡¯s local rules and partly modified. 

1) Defining boundaries and limits

-Out of bounds is defined by white stakes.

-The margin of a water hazard is defined by the edge of water.

-The margin of ground under repair is defined by blue or white stakes.

2) If a ball was hit and crossed the inside OB line, the ball is considered Out of Bounds on 5, 8 holes and 14, 15 and 17 holes.

3) Supports for trees, water drains and the covers, sprinkler heads, safety nets, sand boxes, U shaped gutters, turf protection covers, cart roads(including ones on the premises), and any other artificial objects are all treated as immovable obstructions. Tree stumps are not included in this.  

4) A green not in play, with the sign ¡°Closed¡± are treated as a play prohibited ground under repair (Through-the-green). If the ball is on the area or the stance would be on the area, the player must follow the golf rule 25-1b(i).  The player must lift and drop without penalty within one club length to nearest point of relief.

5) Only putters can be used on putting greens. 

6) Temporary rules will be displayed in the club house.

7) Except the above rules, the tournament is played in accordance with the rules stated by R&A and IBGA.

Special Local Rules

1) On the hole No.3, if the ball is hit to a water hazard, the player can choose one of the next procedures.

  i) The procedure according to the rule 26 

ii) Drop the ball in a dropping zone with one stroke penalty.

2) Stones in a banker will be treated as movable obstructions (Rule 24-1)
